Google ranks pages according to several factors, but the top few include:

  1. Whether or not you are a dot.gov, dot.edu, dot.mil, or dot.org.
    Dot.coms and dot.nets typically rate lower.

  2. Longevity of the site

  3. An optimized site

  4. Constantly updated quality content on your site

  5. The volume of inbound links, or referral votes to your site

There are not many things that can be done to affect the first two. The nature of your organization or industry determines what type of site you have, so that may not be an easy thing for you to change. The longevity of your site is what it is. The longer you are up the better you will be ranked.
